PROJECT EXPLANATION REPORT

 

The area where Van İpekyolu Municipality Center will be located is in the city center, close to heavy human traffic and main transportation roads, with cultural and educational facilities around it,  Due to the existence of an area to be designed as a park on the west side,  It is at a point with a high potential to become a center of attraction.

In this context, while the project is being handled, the main setup of the building is the orientation of the office sections, where working comfort is prioritized and will not be exposed to the undesirable effects of the western sun while interacting with the park.

Since the project plot is in the north-south direction, the circulation-service block created in this direction constitutes the main backbone of the building. Other functions form the architectural setup of the building as a mass attached to this spine. Office blocks are facing north, south and east. The circulation block opens to the park side, allowing working people to equally benefit from the park view while walking around the building.  It is thought that the appearance of the movement inside the building from the park will bring vitality to the building. The façade facing this direction is protected from the unwanted effects of the sun by vertical solar control elements.    

By creating an intermediate space between the Municipal Center building mass and the park, an attempt was made to establish a scale relationship between the two spaces. This intermediate space has been handled as 'Eaves' and 'Courtyard'.

The fringe forms a sheltered pedestrian axis between Marshal Fevzi Çakmak Street and İnkilap2 Street. The courtyard, on the other hand, is considered as a central area where the entrances of the building are located. On the side of the park, a 'Ceremonial Area' was created as the equivalent of the 'Courtyard'.

 

The Assembly Hall and the Multi-Purpose Hall are statically placed one above the other due to their wide openings.  The social center is designed to work independently of the Municipality building and to serve on weekends. From the foyer, there is a connection to the main building.

The bottom of the courtyard has been arranged as a closed car park, and an exit to the courtyard is provided from here.  Parka  and the cafe overlooking the courtyard will bring vitality to this spot.

 

Municipal buildings should be easily accessible and places should be easily perceived,  The plan setup of the building has been tried to be solved quite simply. offices north  It is located on the south and east sides. Thanks to the gallery space created in the middle, all floors are perceptible, and an open main staircase is arranged in the middle of the atrium, making it easily accessible. The interiors of the offices are arranged as open offices to allow flexible use.

 

Pedestrian and Vehicle Circulation - Park and Building Integration

In transportation to the project area, which has a first degree interaction with Marshal Fevzi Çakmak Street and İnkılap 2nd Street, the transportation plan with its immediate surroundings was also discussed in the direction described by the zoning plan. In this way, İnkılap Sokak, which has a secondary interaction with the area and provides a positive effect in transportation, also comes to the fore.

In addition to the fact that the municipality center structure is the focal structure in the area and creates a point that will directly affect the development of the city, the fact that the parcel located in the west of the project area and currently functioning as a warehouse area will be transformed into a commercial area in the future will increase the number of vehicles that will reach the area. For this reason, integrating transportation decisions into the design in a way that will allow a planned development as well as architectural and landscape design will have a positive effect.

 

Marshal Fevzi Çakmak Street, defined as 25 m in the zoning plan, has been disciplined by the median road junction and two lane inbound and two lane departure vehicle circulation, as well as the creation of car parking pockets at appropriate points, and adequate pavement widths have been provided, taking into account the use of pedestrians. On the other hand, İnkılap 2nd Street, which is another street that interacts with the area, is a place where there is a lot of on-road parking, together with the housing texture it has in its current use, a single lane vehicle road of 10 m width defined in the zoning plan, a one-sided parking lot. and creating a double-sided pavement area is important for the discipline of the road. İnkılap Sokak and Y. Mehmet Efendi Street, where vertical vehicle connections can be provided in two directions, also contribute to the transportation of the area in this direction. 

In the project, where pedestrian entrances integrated with the transportation network are located, pedestrian circulation associated with the urban texture has been designed with the transformation of pedestrian connections under the eaves into pedestrian crossings over the road.
